Reform has criticised the Government's early-release scheme, warning that thousands of offenders could be released before their sentences are complete. Reform's policing adviser says the public must be protected and that the scheme risks further crime. Each case and risk assessment is different, but the Government must explain how it will safeguard the public, supervise people released and respond if offenders commit further crimes.
